Just my take on this but if you have cranked your torsion bars your headlighst may be too high and blind oncoming traffic.
Fog lights, used for fog, rain and snow need to be aimed lower than headlights to be effective.
I installed brighter bulbs but went with yellow to keep down backscatter in foggy conditions. Otherwise they are more like flood driving lights.
There is an up down adjustment for the fogs.

The brighter bulbs I got recommended pig tails with more heat resistant plugs than OEM.
