GM, in their infinite stupidity, uses something called a 'stepper motor' behind the speedometer and the tachometer to move the guages. Of course, much like the space shuttle, they contract out manufacturing to the lowest bidder, and as such, they end up with crappy parts.
These bad stepper motors are a common problem on many different GM vehicles; the Hummer seems to be one of the worst. GM refuses to admit that this is a problem, and they won't recall it. However, they are more than willing to charge you $600 to fix it. They just replace the whole instrument cluster.
If you search either 'GM Speedometer' or 'Hummer Speedometer' on eBay, you will come up with a listing for a guy who will repair your "instrument cluster" for around $130.00. Sorry I can't give you a link, for some reason I can't get on to eBay right now. I am having the same problem with my speedometer and have done extensive research into this issue. This guy seeems to be the best bet for a solution.
Good luck.

I posted this problem as well with my '03 H2 last September. Here is the post link:

Also, here is the link to the guy on ebay that was mentioned above:

Good luck with fixing yours. My local Hummer dealership said the new cluster alone would be $500, plus labor. This guy seems to provide a great alternative to the bloated GM/Hummer cluster situation.

If you get another cluster, it is a VERY easy self install.2 allen bolts on the dash, with standard trim clips in the rear (reusable), pull off (you do NOT need to remove the 2 screws on top of the plastic surround- the whole deal will come off)- then 4 7mm bolts around the edge of the cluster, pull out and remove the wiring harness on the back side, plug in the new cluster (you will hear the motors turn to 'calibrate' when you do this), Replace the newly plugged in cluster by finding the 2 plastic 'stalks' that it goes on for alignment, replace 4 7mm bolts to 'snug' (if you really torque it down you will break the plastic), then replace the dash trim.
Oh yes, the left trim piece (with the vent) will need to be loosened. To be safe, just remove the lower right allen bolt, then you can loosen the trim piece. The cluster surround plastic goes UNDER this part, as well as Under the center instrument trim. Easily done as long as you know about it.
What I am saying to you guys is if it is out of warranty-Save Yourself the Labor Cost if you are even remotely mechanically inclined.!
*Note: I am not sure if the new cluster must be 'reprogrammed'

If you change your cluster does the truck retain the odometer mileage? I assume it is stored in the computer not in the cluster itself.
