A/c control unit

Hi every one. My a/c control unit. It only blow cool air. if I turn off the little snow flake.
Isnt that suposed to be turn on if I want cool air????

Also de right side the light whwn out couple of weeks ago

The snowflake turns your air conditioning (compressor) on or off.
