I bought some used h3 wheels to replace the 20's that were on the truck when I bought it. Along with the center caps, they also came with these black plastic rings. Are these spacers that go on the hub before the wheels goes on? If so, does it matter what side faces in? Thanks for the help.

You shouldnt need those rings for factory wheels. There used primarily on aftermarket rims
