Best exhaust purely for power?
If you are talking about I5s, IMHO it doesn't matter. The maximum power increase you might expect to see with whatever brand or kind of exhaust you choose is so minimal you wouldn't be able to reliably measure one as better than the other.
If we start with stock and then were to add a custom exhaust with high flow Cat and single muffler all mandrel bends, there is no way you can pick up more than 5HP, more like 3-4 tops. Most CAT back kits, 1-3 tops. With an I5, exhaust can get you some sound, but not much else. The choke point is in the exhaust manifold at the mini/Pup Cat.
That is not to say a better flowing exhaust is not a good idea if you intend to pair it with other bigger bang mods, like an intake, PCM tune, Efan conversion, PP TB etc.....

Edit: What could I expect from new header and full exhaust?
Also, any good places to buy a good set of headers that won't break the bank?

A couple guys with colorados hollowed out the cat on the header and they got 10hp on the dyno, and some of the guys ported the exhaust manifold just a little bit and they also got 11 hp on the dyno doing that. There is a video on youtube where is shows mods and hp gains on the dyno for each mod and the magnaflow had a 6hp gain and the gibson had an 8hp gain. I have the magnaflow and I love it, its not to loud, but a nice deep tone. I heard the gibson is very loud because it removes the resonator
