I bought 4 new GM sensors and they dont come with the valve stem nuts so had to buy those also, my question is does the oem metal valve stem nuts have a washer behind it?

No good. The shops I worked at over many years with tire installation, had 2 kits(multiple part numbers) TPMS COMPLETE(same I posted above), or a service kit when new tires get installed:

The Genuine OEM GM TPMS don't come with the nut & washer. Have to purchase the "kit" separately.

hummerz maybe does not understand the difference between OEM spec (aftermarket part) and Genuine GM OEM parts

GM doesn't manufacture TPMS.
Schrader is the largest OE TPMS supplier, equipping over 50% of new vehicles globally.

With steel wheels no washer needed, with aluminum wheels the washer is added protection if they corrode. Just install without the washer and check for leaks with soapy water.
