Not if you want to keep it mint and in storage for next 20 years.
If you love Hummer and want to drive one, then yes!

If money is no issue or you are not afraid to get down&dirty.
You could buy into multiple issues/problems.
Engine/transmission can work very well for prolonged time if fluids/filters are changed when needed.
If someone slacked on servicing car, seemingly fine now, it can turn into nightmare later!
Transmission with coolant in it.
Worn heads in engine, something?
Brittle hoses for coolant.
Rusted fuel pump.
Rusted frames - painted over.
Clogged hoses for roof window that can result in corroded Body Control Module.
In general corroded connections everywhere!
I am pessimistic and seen some ****.

I very recently purchased my first Hummer, an '07 base model. I am responding to you now because I have become a member of this board, because I've had some problems with mine that I need help fixing. Can't get around the fact these are 10+ years old, sorry.
HOWEVER, in the short time I've had mine, I have really liked it. I personally purchased it because I was in the market for a different vehicle, and I wanted four wheel drive. These vehicles, in my mind, were/are a great value for what people are asking for them, compared to what I was looking for.
The price you show is on par with most of the ones I was looking at as well. However, I found mine a bit lower in price, albeit with more miles, so you may want to shop around. But, I WAS prepared to pay that amount depending on the vehicle and miles.
Do a bit of research between the years on the models. The '06 has a different base engine than the other years. It IS a fun vehicle to drive.

ive been shopping around the last couple of days and am just looking for opinions on what to get I only have 12,000 available for a vehicle right now
