Default Failed inspection due to "visible leaks in power steering unit or hoses"

First post here although I have used this forum countless of times! (Kuddos to everyone who posted about the leaky roofs and YAW sensor replacement!)

Our H3 recently failed inspection due to "Visibal leaks in power steering unit or hoses". When we inspected, we noticed the passenger side power steering boot was completely torn. We didn't see any visible leaks but there was some rissidual. Could the broken boot cause our car to fail inspection? We are going to check everything thoroughly and replace all parts needed, but thought I would post here to get your experience. Thanks in advance.

Inspection by who and where? There are no inspections in MI and many states. So.............. got no idea whatever your inspection police are looking for. More info and maybe someone can help.

As Doc said, no idea what they are looking for, but I would inspect the power steering pump and hoses.
