I realize that this is an old thread... But I had this problem and couldn't find where anyone had posted an answer (at least in the Hummer forums). My SUT is an '08 and one day the tailgate just wouldn't unlatch on the right hand side. To fix it, I used a screwdriver (carefully) to pry the 4 corners of the bezel or trim piece (part #7 below) thats around the tailgate latch handle until it came off. There are 4 clips, it's just compression fit. Inside, just below the handle are 2 latch rods that connect to the handle with plastic clips (parts #57 & 58 below)...on mine, one of those (the right side) had broken and no longer controlled the latch on that side. I temporarily fixed it with a medium butterfly clip until the correct parts arrived. I'll attach pics of the clips you need. Don't pay the dealer to fix this...it's a 5 minute job. You can get the clips from Amazon or most car parts houses for a few dollars (with extras). Hope this helps someone.
