Is this normal from factory - it looks like it wasn’t painted correctly - you can only see it if you put a bright light onto it if not it looks painted

 

Are these small round spheres / holes? It could be that there was moist in the paint somehow, perhaps the material was cleaned using a liquid that did not dry up prior to applying paint.

I'm unable to see which part of the vehicle this is.

 

It’s underneath the window - I maybe a paint repair job is my guess
