No, the air recirculation button cuts off the outside air to the inside.

Yours came with it. It is missing though. Those are commonly called a hush panel. If it is getting super cold on that side maybe a blend door actuator is gone out which will cause one side to blow hot while the other side blows cold air which is a common problem. The recirculation door could also be stuck open - the blend door actuator for the recirc door is a big pain to get to. While there is a recirc button as shown above, that does not function in certain modes like defrost - in some modes recirc is automatic to reduce condensation.

GM part number is 15244515 - I'm pretty sure the same one is used in Escalades and some Tahoes so should be easy to source. Some of those use the same air distribution box up under the dash which is what those covers are designed to fit and attach to.

There is something wrong. The actual blower housing is missing?
So there is an open hole to the outside air intake (it is hidden under the center lower windshield cowling, and covered by a mesh)?
So freezing air is being forced under pressure into the cabin thru this hole when you drive, and it gets worse with speed?
That would certainly cause issues, and needs to be remedied.

The bigger question is: WHY is it missing? Those are hard to remove. And required. Was the vehicle crashed, and not properly reassembled?

Another possible issue that may be making the problem worse:
Either a baffle is in the wrong position, or you do not have the RIGHT AND LEFT side of the heating synchronized (common issue).
The RIGHT could be set on COLD and right side on hot.
Also make sure your AC button is OFF.

BTW: the recirculation function only works in a few certain settings. Otherwise it will not engage when the button is pressed. It will flash, and then turn off again.

This is what mine looks like and it does get colder and blows colder air as the speed goes up. The vents blow hot air on both sides it’s just the bottom there blowing cold air.

there might be a hole in your fire wall or floor you would have to look and probably pull that side of the carpet. water from the front sunroof drain's drain between the outside fire wall and the exhaust heats shield causing rust holes. if the heat shield feels loose then you probably have rot.

Ok, that is a better photo.
The blower housing looks to be there. So it is NOT a blower housing issue.

But the valence trim cover should be there to prevent you from kicking the wiring, etc.
And I believe that one does NOT have anything to do with heating.
Strictly cosmetic and functional to keep feet off the stuff under the dash.
Someone was under there to do something, and did not bother to replace it. You can find one from a wrecker or elsewhere.

You have a different problem. Did you check the HVAC controls like I suggested?
If you set them correctly, you could have 15C (~60F) coming on one side, and 32C (~90F) on the other side.

As per your photo, WHY is your vehicle so rusty INSIDE? Was it ever flooded?
