he probably means the "collection part". here it means you are putting it out for rubbish pickup, or a "curb alert" as whene spotting something some one can use in the rubbish..
normally we would say"it is available for local pickup no shipping" instead and then give the area of local pickup.
but thats our side of the pond of course.

Collecton is not a word in the English dictionary. Collection doesn't specify any available distribution. If I purchase, do I have to cross the pond to pick up or ship it to me?

well if you owe money do they not send you "to collections" if you do not pay? so must be a word in the english dictionary.
