Default Fuel pumps and PSI

So one of my final checks and going over my new to me H2, was checking the fuel pressure. Key on engine off, 50 psi. Engine running, 50 psi at idle. Replaced fuel pressure regulator on the fuel rail. Still 50 psi. Drop the tank, actually surprised how uneventful that was. Top of old sending unit/ fuel pump assembly covered in surface rust. Swapped it out with a Delphi unit from RockAuto. And as I have a 2003 model, replace the fuel filter in front of the tank. Inspected all fuel lines, no Kinks. And fuel pressure is still 50 psi. My understanding is it should be 55 to 60 PSI. Am I perhaps incorrect In that? I checked the pressure with the different gauge as well and came up with the exact same result. Runs just fine. A little bit perplexed.

That filter at the bottom of the pump has sure seen better days

2003 has an external fuel pressure regulator on the intake manifold driver side with a small vacuum reference line connected to it. its held in on the manifold with a clip.

Yep, replaced that. No change in fuel pressure

did you check the vacuum line and elbows for cracks.

Yes, everything. All the vapor lines as well, while I had the tank down.

50 psi with vacuum line connected or disconnected?

KOEO, pump should run for around 6 seconds then shut off, once it shuts off does it hold pressure?

Vacuum line connected, holds pressure with key off.

Pull the vacuum line with it running and see if the pressure jumps up.
50 psi at idle isn't real bad, ECM can easily adjust for that but pressure should jump up 5 to 7 psi when the vacuum line is pulled.
