Since nobody answered this, I will.
Call your local GM parts dealer and ask if the part number for 03 and 04 are the same.
There is your answer. Easy peasy. You just need to pick up the phone and do some work.
If you can not do that, then google is your friend. Google the parts for the 2 years, and you have your answer.

Thanks for the education. But I done all that, the problem is that the part number for the 04 to 07 has changed four time. The part that I purchased from a recycler does not have a part number on it, and it is 2 inch in diameter. The one on my Hummer is only 1 inch. in diameter. The pictures in the catalogs at the dealer are all the same, the only measurements they give is length and not diameter. And since the dealers do not have one in stock there's nothing to compare it to. The 03 is different from the 04 and is not interchangeable with any year. The 04 thru 07 are interchangeable.

Your answer is confusing. What year is your Hummer?
You already know the 03 and 04 are different. So just get the correct one for your year.
It is irrelevant if the part number for the 04-07 changed many times.
GM does that all the time. That does NOT mean that the part changed shape, just the part number.
You already know the one you have in your hand is not for your year of Hummer.
Apparently they sold you one that is NOT for your year. Simple.
Unless you believe that that one on your H2 already is aftermarket and somehow a different size.
