Front wiper issue need help.
 

I am sure this has been covered in a previous thread but cant find exactly what I am looking for. This morning during a downpour the front wipers were not working the washer fluid was not working also. During trouble shooting I was testing the dash fuse for the wipers and when I connected the tester to the fuse the wipers started working. As soon as the tester was removed they stopped working. The previous day they were working because I changed the blades and tested them. Could this be a ground fault issue because they worked when a grounded tester was contacting the fuse? Wiring harness? Motor or controller? Any help would be appreciated. Not really an electrical person more of a wrench and grease guy.

i would start with that fuse. sounds that you wiggling it to test makes it work. pull it out and maybe clean the contacts and socket or just swap the fuse and see if your issue persists.

Tried that, no dice.

Echoing what bronxteck said, it's unlikely the meter could or would have an effect.

This is a high current circuit feeding +12V power directly to the Wiper Motor & Pulse Module, the associated Ground G203 is on the Lower Right side of the dash near the right kick-panel (seems unlikely to be this)

The WS WPR 25A Fuse in the I/P Fuse Block (lower left side of dash) so it's more likely to be a bad connection, a bad crimp or connector?

It seems the I/P Fuse Block can be unplugged (no experience on this) with a big 68-Way Connector (C1) at the rear, Pin B1 (circuit 143, Yellow, "Accessory Voltage" ) being the associated wire (see PDF)

I'd be tempted to give block and it's wiring a bit more movement, the meter effect could be a red herring.
