Default turn key and won't crank

hey guys, I have a 2000 H1 was sitting for a 4 months, just put in 2 new batteries and tried to start it and nothing. it wont crank or make any noise. I got underneath and checked voltage to the starter and it was getting 15.11 volts. i'm thinking maybe that means the starter is bad but just want to make sure could it be anything else or is there another way to verify its the starter?

thanks
Elias

LOL, Works every time if you hear a click? Old school way, is to jump the solenoid with a screwdriver.

just cause it spins out side the truck without engine load does not mean it is working properly or reliable. it might spin but not have the torque to spin the engine properly. but usually its the starter solenoid has bad contractors connecting the starter motor internally from my years of experience or bad, worn or sticking brushes.

Most common is a voltage loss to the starter.
If it comes down to the starter failure:

Most good starter/alternator shops will rebuild one for $125.00 or less.
