H1 Hummer 4 speed issue

I am thinking about buying a 95 h1 in the uk . It has a transmission issue . The problem is you have to lift throttle to up shift . The rest of the trany is ok ,any suggestions ?

Sounds to me like a mechanical issue with the throttle itself, are you able to pick it apart to see what is wrong? On mine there is a button to push.
