Default 2002 H1 cold start issues

Just seeing if anyone has any experience and could shed some light on this issue. 2002 Hummer H1, all new 60G glow plugs, new controller, all the wiring looks good, batteries are fully charged, but am getting a no start. This all started with code PO380, and although I haven't been able to drive it and run it to a complete heat soak, as it won't start (and kind of pinned in my garage with 150 ft of un-plowed driveway), I still have that code after replacing everything. The PMD on this truck is remote mounted with the heat sinks.

Any ideas?

Did you clear the code and it returned? What is it doing when it doesn't start? Trying to turn over?

I did clear the code, multiple times. It always came back. I'll admit that replacing the glow plugs and controller was a guess or assumption, but I really thought that would take care of it. It never dies while driving, and starts perfectly when the ambient air temp is above 50 or so. It, just won't cold start.

After I wait to start it when the wait light goes out, when I turn the key, it cranks and seems like it's cranking strong, but never starts. While it's cranking there is a mist that comes out of the engine bay, just on the passenger side of the lift pump, as well as a little out of the exhaust. Im assuming that's the atomized fuel....but where is that coming from? I can't seem to ever get over there before it dissipates to figure that out.

Glow Plug Control Module or PMD would be the next things I would check. Heat and vibration is what kills PMDs. Moving it out of the valley of the engine helps but is it mounted in a solid location now? Might check the relay. PMD could be good but not getting good signal.

Not suspecting the PMD; it's been relocated to the top with large heat syncs. I replaced the controller, and also, if I plug in the block heater for a few hours, it starts immediately. I guess I'm thinking it's something in the harness, maybe a fusible link?
