Roof rack lights

Any idea if these are factory roof rack lights and if they serve as both a functional roof rack and lights also?

That H3T was a concept vehicle. That rack was never a production item.

There are a few aftermarket "lights on a crossbar" products out there but I haven't seen any that could be used for cargo.
