YES THEY DO!!!! 
I have a Diamondback cover and thought what good will a locking cover do if I can't lock the gate?!
My dealer got it for me its made by Pop & Lock www.popandlock.net
It's kinda hard to see in the pick but here's what mine looks like.

I honestly don't know first hand. I was told it wasn't hard,but my dealer put it on for me when they were installing a couple of other items. I looked at the instructions on the web site, doesn't look too bad....but we all knowthings arenot always as easy as the instructions makethemout to be.

FYI - I emailedPop and Lock, this was their reply.
"Thank you fcor your inquiry,
Our Hummer lock is similar in design to the Silverado.
The inserts that hold the lock in the
Hummer bezel are still in test but should have 500 hour salt spray approval by mid January.
Our tsailgate lock part number is PL1300H.The price is $66.69 deliverd anywhere in North America."
I told them I'm interested in purchasing one. I'll let you know how hard it is to install in a few weeks.

Wow! I find that interesting that say they are still in testing, I have one on me truck right now and its been there for about a month!?

FYI. DiamondBack has this same pop n lock for the H3T available now for $55. Their number is on their site www.h3tcover.com 800.935.4002

I got my pop n lock! I didn't hear back from the mfg, so I called Diamondback and ordered one from them. It came 2 days later. Installation was very easy, it took about 15 minutes.
