It is an old resistor gimmick..It fools the PCU into thinking the intake air temp (IAT) is cooler than actual (like when it's cold outside) and this will cause a higher than normal fuel consumption to compensate for the cold air it thinks it's getting.

So really it does nothing for actual performance, it's like running with the choke on all the time like carberated cars use to have.
