I just put in some actuators and controller in my 04 and I noticed that the RECIR led stays on after I shut the engine off and then on again. Did GM change the Hvac program maybe so that RECIR opens each and every ignition cycle?

 

take it out of auto and it should stay where you set it

I thought about what you said so I tried the RECIR ON while the AC was off and it lit then went off..refusing my commands!! LOL! I think they designed it as GM doesn't want the recir door closed as they think they might be liable that carbon monixide might kill you from an exhaust leak while idling.
