Most definitely!!
the lift alone is 5-6k easily
wheels and tires is 3-4k
and lets just say 2-3k in stereo...
10-13k in extras, means you are getting the truck for 8-10....
considering a stock 2003 with about 120-170 thousand miles on it I have seen for 15-18 thousand
I think alot of them are cheap at dealerships because they cant get financing for them. usually its 10 years of less for financing.

Someone most likely spent $100k dollars on that truck, I don't think I have seen an H2 with a painted frame before. That would be a good rig to park in front of a 4x4 shop or a bar to get customers in the door

I have wanted to buy that truck myself. Unfortunately reality kicks in. I doubt it will fit in my garage. I doubt it drives very well. It's too nice to actually be taken off rode, making it a 8mpg mall crawler that has to sit outside. And the final kicker is that you'd have to find someone else who wants it whenever you want to sell it. Just my $0.02.
But to answer your question, if you like it and can actually manage owning a vehicle that tall, then hell yeah that's a deal.
