It's the new silver nose on the 08s. The wind gets boondoggled by the silver paint causing a low pressure swirl up under the fenderwells and additional underbody drag coefficients defeating earlier mileage gains.

I have been tracking my MPG on my 07 and I have to say that it has always fit the 14-18 MPG better than the other. Haven't checked the wifes 08 yet though. You are only talking about 1 MPG difference either way though. People rag on me all of the time about it and I just tell them that I didn't walk into the Hummer Dealership thinking alot about gas mileage.
