Default Bilstein Shock Installation

Hey guys, just bought the Bilstein 5100 shocks for the entire vehicle. I recently did a torsion lift to 32 1/4". Thus far I have only installed the front drivers side shock, using the Bilstein bushings and washers. I noticed that the rubber boot is highly compressed regardless of how much I tighten the top nut. Obviously the tighter the nut the more compressed and more tension the shock/rubber boot have along with a stiffer ride. My questions are:

Is having a highly compressed rubber boot sound normal?

How do you know how much to tighten the top nut? I would assume the more you have the vehicle lifted the less you would want to tighten the top nut and vice versa.
