gm has them on parts restriction to flood fire and theft.
but the company that rebuilds them for gm gave me a quote and has them instock. but I havent actually tried to order one yet so not sure what will happen. typically they need vin and milage when we order. but being an outright with no core I might get lucky. of course as time goes by and they are not so new gm will take them off restriction.

there is another VCIM on ebay with Blue tooth out of an 09 CTS it even has the bluetooth antenna attach grab it quick. Below is the link

Sorry, but I have gotten lost in this thread. I have an 07 H3. Will purchasing and installing one of these parts allow me to have bluetooth in my vehicle without using Onstar???

The quick answer is yes
Starting in 2009 all GM vehicles have a Bluetooth option, this means you can pair your own phone with the Onstar system and it works just like the cellular service that you can get thru Onstar. Except you do not have to maintain an onstar account to use your own phone.
