Hello and Welcome from MI! It all depends on what you want to get out of your "tuner".
I have the Superchips Cortex (same as the Flashpaq but but the Cortex can tune more than 1 GM V8 vehicle). It sotres the "stock" tune on the hand held unit and has a variety of pre-set tunes or you can go crazy and set your own paramaters.
Brush Guards can be found anywhere from craigslist to ebay to gstyle. Depends on your budget and the look/performance/coverage you want. $100 up to $2000.

You have a HUMMER H3 Alpha and you are looking for better mileage???
Oh god, please sell it and get a Honda or something.
Nothing you can do to your Alpha will have a decent return on investment (ROI). So a $250-$350 "tuner" will take too long to payoff with the mileage savings you will get.
Also, the second you add accessories to the exterior or weight to the interior of any vehicle you will have a drop in the overall MPG.
Most of us, if not all of us who have the Superchips bought it for performance gains. If a little MPG gain comes with that, GREAT!
