No, there should be no moisture in the OEM halogen headlight housing.
Check to make sure that you have the O ring on the H13 bulb before installing.
The only other place is the polycarbonate clear cover. It is held in place with a butyl adhesive.
Also, there may a crack in your headlight housing. If that is correct, you will have to pull the headlight housing and check.
The front grille comes off first that just grab the headlight housing and pull straight forward. The headlight housing is held in place with three spring clips
Disconnect the bulb wire harness first

Yes, moisture is no supposed to be there.
Why it's funny that at this exact moment I have headlight assembly's torn out and drying in my kitchen. I chose to clean them with rubbing alcohol and seal the seams with silicone sealant. They're the oem units that came on the H3. I figured it was just easier to seal and put in new Philips h13 9008 bulbs, 3157, 194 and be done with it.
Yes, lol you can heat them in an oven and open the lens to replace the butyl seaming goop but it's a bit of work. I figured the assembly's are 12+ years old. And the cheapo Chinese ones didn't inspire confidence.
