frozen upper control bolts

I have H3 2007 . Started getting a tire like whine in front. Took to dealer and found rt frt wheel out on caster and camber. They could not loosen bolts to do alignment. They ordered upper control arm and bolts to replace before they can align. Does this make sense bolts can be seized?

Put some wd40, pb blaster etc on the bolts Do this a couple times a day and see if they come loose. I did this once on a car I owned and it worked

Makes you wonder how they will install new bolts if they cant loosen the old ones?

I took mine to a Firestone store to get an alignment and they told me that they could not do the alignment because they could not adjust the bolts. Took it to another shop and they told me that Firestone bent one adjuster and it had to be replaced. The guys at the second shop told me a plastic lock ring is install on the assembly line and that ring has to be removed before making adjustments. They showed me the bent bolt that needed to be replaced and did the alignment.
