06 H3 multiple problems
 

1. wipers on all the time.
2. headlights won't come on.
3. engine only run with light switch in park position.

Have tried: new BCM. new multi function switch replacement. new ignition switch. new light panel. no help.

Did you dry out the BCM at the harness connection before swapping in a replacement? Give it a good inspection under bright light.

If that is wet or the harness is frayed/compromised, the BCM is not reading what is actually happening.

After you start the truck and turn the head light switch to a different position, does it turn off?
I had this problem after the electrician messed up the wiring trying to find a switched power source for an aftermarket fan relay.

Yes, the engine shuts off in any position except parking lights.

Where was the wiring problem located?

It could be anywhere depending on where the line is tapped (under the dash or inside the engine bay).
Try following those wires to find where they were tapped. If you have aftermarket accessories, try disconnecting them at their relays and power sources and see if it makes a difference.
