Default Steering Rack R&R, Issues Now...

Kind of stumped on this one. This isn't the first rack replacement or bleed I have done either.

Removed and Replaced the steering rack on our 2010 Alpha with a brand new OEM rack and tie rod combo. Ran through the usual bleed procedure of:
Top off fluid (Prestone Synthetic), with engine off, turn steering wheel about 10 times full right and left with cap removed.
Top off fluid, start engine, let run for a few minutes, remove cap and turn wheel about 10 times full right and left, checking fluid level about half way through the process.

Seemed to be OK for the first mile home, then the steering got very heavy and the pump started to whine a bit like the fluid level was low. Stopped checked fluid level. Still on the stick but at the "add" mark. Added fluid, cap off left and right 5 more times. Whining pump persisted. No more diagnosis time so I continued home.

Got home checked all fluid levels (changed oil, filter and Tcase fluids also). No change in fluid level.

Woke up this morning started rig and no whine and steering felt nice and light backing down the driveway. 500 yards started to feel heavy again and pump whine. No pump whine before the rack change.

Any assistance from someone who has replaced their steering rack or had a similar issue would be appreciated.
