To start, the military HMMWV's don't have a fixed bulkhead in place - removing that thing is a huge pain in the ass, and cleaning it up to look neat afterwards is an even bigger pain. The civilian wagon top is also one continuous roof -- and there are few of them floating around as "parts." Plus they don't have all the interior trim parts, headliner, etc. Bottom line is that a full conversion would likely be more expensive than selling one truck and purchasing another. In my experience, most folks who want to convert a civilian soft-top to a civilian wagon want the entire finished interior, not just a functional shell; those interior parts add up to big money.
