So pretty much big high vehicle than a bumper below, if I understood this correctly. And tires are not allowed to stick out passed the fender. Hopefully this law isn't taken to extreme, and sometimes let go, like the window tints. The reason for this is to lower automotive accidents. I think big trucks should be looked at, but a hummer or truck witha  bit bigger tires and a bit of a lift shouldnt be such a problem.
