Do they sell a clear rust stopper, and not that black paint stuff? I want to stand the rust off my light bar brackets, but I don't want to paint them.  Is there any kind of sealant or anti-oxidant I can paint over them that is clear and not black? If not, I may just paint the brackets with a coat of that rust stopper and then paint over that a coat of silver.

Doode, those brackets are so rusted/pitted I'd just get rid of em and start fresh ... either that or have them stripped down/cleaned up and chromed .. How about a coat of rhino liner or line-x or something!?  Granted, will be more of a rugged look than the bling bling you're looking for ...

You really won't be happy if you paint them silver/chrome color.  They will look amazing bad next to your chrome IMO.  Getting them properly rechromed, or going with another covering (ie powder coating) or choosing a darker color such as black or red is probably the way to go.

The only thing I have seen work (with varying degrees of success) is steel wool (SOS Pad) and then multiple/heavy coats of wax.

The wool is tougher than the rust but not so tough it scratches the chrome. It will get a lot of the rust off, but you will still have some pits.
