It was optional for the first few years. I don't know if they ever made it standard. Not all military vehicles have it, even the new ones.

No, they don't all have it... CTIS has always been part of an option package. Most new trucks ship with the option, but many fleet trucks do not have it.
Retrofitting one that does NOT have it is expensive, because it requires changing parts at the geared hubs in addition to adding the system.
