Each state is different about what they classify as a truck. A Suburban qualifies as a truck in almost every state because of its load capacity, i.e. Gross weight rating, but a 16 passenger van with the same load capacity qualifies as a passenger vehicle even if it only has two seats in it. Most of the time you can license something for a lower weight class, but if you ever get into a situation where you are pulling a trailer, or loaded down with stuff and a saavy lawman sees you, you may get stopped, wieghed and the cited for being overweight.
