Sorry, if you can't afford to drive an H3 sell it.
No, the full time four wheel drive will not work with locking hubs.
To make it part time 4x4 you'll have to spend $$$ to replace your transfer case and install locking hubs. You could buy 5 years worth of gas at $4.00 a gallon for the cost of doing that.
I pee in my tank every day and get 100 MPG!

I tried the peeing in the gas tank trick for the 100mpg, but got "it" stuck....ouch!!!!!!!!! \\; (just kidding of course)
