I would bet on it being the 1/3. I would go with that kit either way though...

Hi there I have to ground force 1-3inch kit in mine the rear lowering blocks are 3" and when I fitted them the rear ride was shocking as it hit the bump stops all the time so I cut the base off the bump stop (about 1") it fits perfectly back into its holder and it now rides sweet and has done about 10,000km like this. The 1" front is a set of adjustable camber/castor pins and you can wind the torsion bars up or down to your liking I dropped mine 2" s to even the look front to rear.

I have only seen one H3 on the road that was lowered, its not my style but it looked pretty damn cool . Dont let any 4 wheelers discourage you.

Now why on earth would you want to lower your hummer. Its kool, like Trey said to ech his own. The 3s in those pics look pretty damn sweet. A car is one of the great joys in life, if you don't like what you roll in, you will be one depressed SOB.

To be honest I dont know what a standard H3 handles like with the big tyres and 16" rims, I drove mine straight to the wheel shop and fitted the 22" rims with low profile tyres and then drove 600km home. I was suprised how good the ride and handling was, I only lowered it for the look and ease of getting in and out. Since lowering it the handling is even better when we drive over to the coast there is part of the journey that is approx 90km of winding road (Oxley Hwy through Gingers creek) on the trips over I have done there has not been 1 car that has tried to pass me only motorcycles, some cars even pull over to let me pass. They are probably swearing at me as I pass.
