There is a limit of performance and production costs that the manufacturer has to balance. If you want something that has had every inch of every element performing its job to the max of its intended purpose, get a Bugatti Veyron or similar car. But even on that car, the manufacturer loses money for each production because of the high costs. As to determining the cost vs return, you have to remember that for the 5-10hp a re-engineered intake can produce, a human in decent shape can produce about 1.5 horsepower. Having a base team of engineers re-engineer and test a component for a month during production can cost up to $20,000-$30,000 just to evaluate the component. So if you want to consider how much power something is going to add, screw horsepower, think about people power. To squeeze out 5 ponies, the result will be the same as having about 3 of your buddies pushing your truck when there are already 147 other people pushing.
