Honestly I never felt my 3 was a dog or underpowered in any way, and it always made me wonder when I read people complaining about power. Now I wonder if I should even bring it to the dealer. Did the dealer reflash or do you have a custom tune? This is a long shot, but the H3's pcm has a COT protection (cat over temperature). We actually have a cat. converter built into the exhaust manifold and a separate cat. converter. The PCM calculates/estimates the temperature of the cat. If the temperature is too high, the PCM will add fuel which can increase power (depending on how much fuel) and hurt gas mileage. This is a long shot though.
