Several things could be the problem: If your file has layers, you'll need to flatten the image before saving. If the camera was set to take larger image size photos, you'll have to resize the image. Reduce either the image size or the dpi. Make sure you're working/saving in rgb mode. cmyk files are larger. When saving as a jpg, reduce the image quality. If it's on maximum, go down to medium. It won't reduce the quality of a small image for an avatar. You can save it as a pdf also, and open the pdf in Adobe, then re-save, reducing the file size. There are several other ways, if none of those work.
