Sounds like even when they make an effort to clean it up the people don't care enough to keep it clean.

if you guys are talking the inner city streets...the guetto areas..then yes, like any city it is a slum. Hell I've already waked over a dead body on the sidewalk in Newark...it's just the inner city guetto experiance . But the museums and tourist  areas are beautiful in philly..my favorite building has to be the Cathedral of SS. Peter and Paul...that is a piece of art.

All major metropolpitan areas have slum/ghetto areas. There are parts of LA no sane person will enter.

I'm not talking inner city streets though.... Germantown will always be a ****hole and the only hope for it is a nuke.... I am talking about on the street in front of the newest and largest building built in Philty...  Center City is a ****hole...  The cemetary where Frankling is supposed to be buried is a ****hole... the heart of Tourist country is a major ****hole... Philthy is a ****hole...
