HELP! oil leak on top of steering gear box or transmission/steering line?

I noticed that the top of my steering gear box is wet with oil. However I beleive it's the transmission oil cooler line or is that a steering hose line? which runs directly over on top of the steering gear box and goes into the radiator and at that particular area of the steering box on the hose it appears wet as well. I gave all the bolts on the steering gear box a good tug with a ratchet and socket and nothing budged, indicating that all the bolts are tight. Could it be that the hose is sweating or leaking? Or the steering gear box is faulty?
