My 97 TD went through a period where when I hit the pedal, mainly at highway speeds it sounded like it was spooling up or slipping before it would catch and start to accelerate. Replacing the nuetral safety switch and one of the electrical harnesses solved the issue. Not sure if that is what you are experiencing or not.

Injunfarian's photo gallery
kind of sounds like a injector or lift pump issue.

I am with Injunfarian on this one -- need more detailed information on the problem, but first guesses would be bad diesel fuel, clogged fuel filter (when is the last time you changed it?), or constricted air filter.  Next guesses would be lift pump, or other fuel delivery problems (injection pump, injectors, crack in fuel pickup tube)

Is it cold outside where you are?  Could be fuel clouding if you don't have a winter additive in there.
