Search of Google and forums says its the "passlock"
I'm buying an "ACDelco D1403G" from Amazon for $44.63 but some say it needs programming, others that it's a plug and play.
What's the consensus here? And if it's programming, does it need to go to the dealer or DIY?

No programming required....simple fix takes about 30 minutes. Disconnect the battery prior to removing/replacing this part.
Your condition is due to a malfunctioning cylinder lock housing which is placing the vehicle in a secure no-start mode. I assume the vehicle starts after waiting 15 mins? The system will/should reset after a approx. 12-15 minutes.
