Rotted gas tank?

Rotted gas tank?
Hi all,
New to the forum. My mechanic is telling me that my gas tank is rotted due to a fuel leak.
When I completely fill the tank up fuel starts to spill out and pools on the ground underneath the rear driver-side door.
I thought that a hummer fuel tank couldn't rot out because it is plastic.
I am more inclined to think that maybe the filler neck is rotted?
I just wanted to know your thoughts. I sure don't want to get ripped off.
