That is the Ski/snowboard rack. It is locking and mounts to the cross bars.

I used my roof bars for the first time last weekend.... got some fence panels at the Home Depot....

Maybe you should invest in the receiver hitch step.... might makes things a lot easier.... the last thing you want to do is slip when it's icey out....
