I simply do not understand. it almost looks like the guy tries to stop it but after, he seems happy

Yeah...glad we have smart people like that driving our trucks. That's helping the stereotype out a lot!

The sad thing is it looks like someone is in the passenger seat and a dog in the back. Wonder if that was his wife on the other side??

This is an old video; the guy in the video is the owner of the truck (in fact, he had owned several HMMWV and Hummers to that point.)  He towed his wheeling rig (a badass FJ40) to off-road events with that truck, and he used to teeter-totter his H1 on the RTI Ramp for the fun of it.  He would drive it up to a certain point, and then tip it, which would lift the rear wheel and drop the front wheel onto the ground... this time, he drove up a little too far. 
 
There were passengers in the vehicle, but nobody got hurt. 
As for his reaction, I am sure he was horrified, but he was just trying to play it off a little bit so he wouldn't make a scene - it was definitely an accident. 
 
I don't think he owns a Hummer anymore, but he is still visible out on the wheeling scene, on Pirate4x4, etc.
