Clear Coat

I guy I work with just bought a Black 2007 H3 and there is small whitish spots in the clear.  I have the same color with no spots.  The small spots appear to below the clear and appear on the hood and top of side fenders.  Has anyone heard of clear issues with H3's?  He had two professionals look at it and they both said it is under the clear.   He has to bring it back to the Dealer so they can look at it.

Probably needs a little wet sanding yet, as it sounds to me like the clear coat was put on too thick or too much at once..either way it needs tending to..for sure yo.
